The system of post graduate pedagogic education of modern Ukraine: legal regulation

Abstract

The article covers the problem of the current legal framework availability of the post graduate education institutions activities. It states that despite the presence of a significant legal framework of documents that standardize educational institution activities, postgraduate education establishments remain outside of the rule-making process.It was determined that the only document that regulates the system of  postgraduate education in Ukraine is «Regulations about republican (ARC), regional and Kyiv and Sevastopol City Institute of Postgraduate Education» (The Autonomous Republic of Crimea), regional and Kyiv and Sevastopol cities’institutes of Post graduate pedagogic education. It was approved by the Ministryof Education and Science of Ukraine in 2000, its last revision was introduced in 2009. It is proved that the rapid development of the industry makes the paper obsolete. The paper presents a comparative analysis of the two orders of the Ministry of Education and Science of Ukraine that have partially standardized the activities of postgraduate institutions («Conceptual framework of development of pedagogic education of Ukrainian disintegration into the European educational space» (№ 998 from 31.12.2004) and «Approval of the sphere Concept of  development of continual pedagogical education» (№ 1176 from 14.08.2013), whereby there was made a conclusion of the considerable lagging of legal framework of postgraduate education to key areas of its reformation. It is emphasized that today the question of passing the law «About post  graduate education» is of extreme importance. It is suggested that simultaneous  combination of postgraduate and adult education in the new legislation «About  education» (that is going through a confirmation process in the Verkhovna Rada  of Ukraine) will complicate the functioning of the national postgraduate system,  including pedagogic education.
